Hurricane Sandy Title Scam

The Massachusetts Registry of Motor Vehicles has made the following statement regarding a Title scam:

MassDOT’s Registry of Motor Vehicles is urging used car consumers in the Greater Springfield area to pay extra attention to vehicles with out-of-state Oregon titles.  Reconstructed titles from Oregon are being used to mask vehicles damaged during Hurricane Sandy.

“Scammers are pretending to go across country to gain consumer’s trust.  We have seen more than 50 titles that fit this bill from Oregon,” said Registrar Rachel Kaprielian.

While water damage may be covered up in the short-term, long-term concerns include electrical system failure and safety problems.

The RMV is taking precautions in its branches and upping the scrutiny given to these types of titles; but consumers should be watchful for this type of scam.  The matter has also been referred to law enforcement.

Consumers are urged to visit www.vehiclehistroy.gov or www.carfax.com/flood before making a purchase.

Red flags on these reports will include: a Damage Report Filed on 10/29/2013 indicating a Total Loss Vehicle, a New York or New Jersey Salvage Title Issued, and a Title issued by the Oregon Motor Vehicle Department.  It is important to note that evn though a “Reconstructed” Title has been issed, these vehicles have potentially not undergone any type of Salvage Inspection.
